  • Since 1967 have specialized in obtaining permits and other governmental authorizations to conduct development in Florida, together with land sales, DRI's and Major Conditional Uses. Primary work area -- Florida Keys; Counsel for development of Ocean Reef Club, Port Bougainville, Ocean Forest, Carysfort Yacht Club, Coral Harbour Club, Little Palm Island, Aventura, Turnberry, The Sanctuary, Coscan, Grand Harbor and others.
  • Represents clients before the Florida Legislature on issues involving matters of finance and taxation, growth management, government financing, communications, transportation and domestic security.
  • Assists local government clients with non-ad valorem assessment issues, annexation matters, and finance and tax questions.
  • Represents clients on state rulemaking issues involving taxation, transportation and communications services.
  • Serves as special counsel to the Florida Association of Counties.
  • Serves as special counsel to the Florida Airports Council.
  • Expert witness: cases involving eminent domain, inverse condemnation, environmental permitting, taxation. Most recent a taking case -- Shadek-Harrison v. Monroe County, 2001.
  • Restoration of historic commercial office buildings in Tallahassee. Development of The Forest, 149-mobile home subdivision in Leon County, Florida. Development and operation of Sheraton Hotel Franchise in Daytona Beach Shores. Development of Commonwealth Office Park, a business and office complex, Tallahassee. Development of I-95 Interchange, Indian River County. Development of new Nabors, Giblin & Nickerson, P.A. complex in Tallahassee.

  • Private practice to include service as General Counsel of the Florida Association of Counties, Inc. (formerly State Association of County Commissioners of Florida, Inc.); Counsel of Florida Airports Counsel (formerly Florida Airport Managers Association); and Florida Shore and Beach Preservation Association; 1967 to present.
  • General Counsel, Office of Secretary of State of the State of Florida; 1962-1966.
  • Counsel, U. S. Study Commission on Southeast River Basins (a commission appointed by President John F. Kennedy); 1961-1962.
