  • Represented and advised state and local governmental entities since 1988, including before state and federal courts. Reported decisions include Frankenmuth Mutual Insurance Co. v. Magaha, 769 So.2d 1012 (Fla. 2000); Junior v. Reed, 693 So.2d 586 (Fla. 1stD.C.A. 1997); Escambia County v. Ratchford, 650 So.2d 154 (Fla. 1st D.C.A. 1995).
  • Advised school districts and counties regarding requirements and implementation of mandatory school concurrency, including one of the initial pilot counties
  • Counseled local governments on planning and land use issues, including financial feasibility and concurrency
  • Authored numerous articles on topics related to local government, including "Florida's Law of Storms: Emergency Management, Local Government, and the Police Power," 30 Stetson Law Review 837 (Winter 2001)) (quoted with approval in Thames Shipyard and Repair v. U.S., 350 F.3d 247, 259 (1st Cir. 2003))
  • Provides innovative problem solving for local governments and special districts.

  • Private practice as bond counsel for municipal and other tax exempt financings.
  • County Attorney for Escambia County 1993-2002.
  • Staff Attorney for 1992 Florida Senate Reapportionment Committee (provided legal counsel in developing redistricting plan later upheld by the United States Supreme Court).
  • Staff Attorney for Florida Senate President Gwen Margolis.
